Salary range: Starting at $23.12/hour

Job Description:

Position Summary: 
Under the direction of the IT Manager this position is responsible for managing data and databases, software, hardware, projects, documentation, daily mapmaking, web design, report generation, department data coordination, acquisition, and County personnel training as they relate to the MIS/GIS goals. This position is responsible for the performance, integrity and security of all county databases as well as being involved in the planning and development of the databases and the troubleshooting any issues on behalf of the users. This position holds the responsibility of ensuring databases have qualities such as remaining consistent both in data scheme and structure, the databases data is clearly defined and data entry policies are maintained, users access data concurrently, in a form that suits their needs, and there is provision for data security and recovery control (all data is retrievable in an emergency).

Essential duties and responsibilities

  • Work with Cowley County employees in supporting and troubleshooting ESRI software and hardware related issues.
  • Document and manage software and hardware including licensing, inventory, and support agreements.
  • Oversee and ensure proper data inputs and data integrity.
  • Maintain permissions within software.
  • Field public questions related to data in Cowley County.  
  • Create and maintain models within ESRI using Model builder and Python scripts
  • Other related duties as deemed necessary or as required
  • Establishing the needs of users regarding databases and monitoring user access and security
  • Monitoring performance of databases and managing parameters to provide fast responses to front-end users

Marginal duties and responsibilities

  • Perform support and training in the proper creation techniques with Cowley County employees.
  • Conduct on the job training for system clients at the direction of the IT Manager.
  • Work with other government agencies in the creation and development of public GIS related services.
  • Other related duties as deemed necessary or as required

Position Requirements:

Experience: 

  • ESRI server support experience required.
  • ESRI software platform and extension experience required.
  • Experience in the proper use of map elements is required.
  • Printer and workstations support experience required.
  • Experience with software computer languages such as Model builder, python, HTML, XML, and Microsoft Office product are preferred
  • Experience with flex viewer is preferred and mobile device coding.

Education:    

BS in Computer Systems, or related area required.

ESRI Certifications preferred.

Accountability: 

  • No restrictions on driver’s license
  • This position will be in an on call rotation, and be available at least one week per month.  Travel to supporting site may be necessary.

Supervision: 

This position will be under direct supervision from the IT Manager.

Working Conditions: 

For the majority of the time the work will be in air-conditioned facilities.  May have times of outdoor or non-temperature controlled work.  May need to sit, be stationary, or stand for long periods of time.

Physical Requirements:

  • Must be able to lift and carry up to fifty pounds.
  • Must be able to climb steps or a ladder.
  • Must be able to be in confined spaces such as under desks, in crawl spaces, and ceiling access points.
